If the reservation is in the hands of center then why should state has to have a say?

According to centre and state lists and combined lists there should be clarity.

Its is evident in Rajasthan Gujjar Arakshan Aandolan that CM has to recommend PM . But if the decision is with the PM then what is the use of the state governments letter?

Too much to bear. In Andhra Pradesh same situation arose. State recommending some reservation and center not accepting. Sometimes supreme court meddles inbetween. Some of the opposition gets in. Why all this?

So much of agitations , So much of meddling and too many cooks?
